Good questions don't ask for "woulds" or "coulds"
Good interviewing questions ask the setting under which the candidate was placed, the action they did or did not take, and the outcome of those actions. When all three components are provided in the candidate's answer, you'll have a complete example of past behavior which gives specific, job related information.
